Private Screening of Tucker’s Law Documentary to Illuminate Unfunded Fentanyl Education Mandate in Texas
Austin, TX — December 3, 2025 — Texas Against Fentanyl (TXAF), in partnership with Capital Films and filmmaker Ryan Dowling, will host a private screening of Tucker’s Law, a powerful new documentary chronicling the fight to bring fentanyl education into Texas schools.

The film follows the journey of Stefanie Roe, who transformed the devastating loss of her 19-year-old son, Tucker Roe, to a fentanyl-laced pill into a statewide movement for change. Her relentless advocacy helped lead to the passage of House Bill 3908 (“Tucker’s Law”), which mandates fentanyl and drug-abuse prevention education for Texas students in grades 6-12.
Filmmaker Ryan Dowling captures not only Stefanie’s rise from heartbreak to action, but also the broader movement of Angel Families and advocates demanding meaningful solutions. His vision for the documentary is to show the human cost behind policy change and to highlight the ongoing work required to protect the next generation.
Yet despite the bill’s passage, the work remains unfinished.
Tucker’s Law is currently an unfunded mandate, leaving schools to shoulder implementation costs out of already-strained budgets. Many districts still lack the resources to deliver the required curriculum leaving thousands of students without the life-saving education the law was designed to guarantee.
At the screening, TXAF and Capital Films will bring together Angel Families, community leaders, educators, and policymakers to emphasize the urgent need for statewide funding and full adoption of fentanyl education.
“Passing the law was only the first step,” says Stefanie Roe.
“We will not stop until every student in Texas receives the education they deserve. Awareness saves lives — and we must act with urgency.”
Why This Matters
- Fentanyl remains the leading cause of death for Americans ages 18-45, and one counterfeit pill can contain a lethal dose.
- HB 3908 requires that Texas students learn how to recognize fentanyl risks, understand the realities of counterfeit pills, and respond during an overdose emergency.
- Without dedicated funding, the promise of Tucker’s Law will remain unrealized and families will remain vulnerable.
Call to Action
TXAF urges Texas school districts, state officials, and community partners to prioritize and fund fentanyl awareness education immediately. TXAF reaffirms its commitment: we will not stop until every student in Texas has access to evidence-based, life-saving fentanyl education.

About the Film
Tucker’s Law is a feature-length documentary directed by Ryan Dowling and produced by Capital Films. The film portrays the real-life story of a mother’s advocacy journey, the community that stood with her, and the ongoing fight to protect young people from the dangers of illicit fentanyl. The documentary is currently in final post-production, funded in part through a campaign on Seed&Spark.
